The dissertation for obtaining a scientific degree of the candidate of
law sciences on the speciality 12.00.01 – theory and history of state
and law; history of political and law teachings. – University of
Internal Affairs, Kharkov, 1998.

The dissertation is devoted to the complex investigation and definition
of law nature of such legal acts that contain generalized directions and
they are called “directive” in the theory of law. The essence and
special functions of them, and it’s signs are formulated in the
scientific paper. It observes the reasons and conditions of promulgation
of such acts. It is proved the following in dissertation: these acts can
be treated as special kind of legal acts together with normative and
law-applicable acts; their role in the regulating of public relations.
The classification is proposed here too, as well as the requirements for
their publication are worked out. The author is investigating the
significance of these acts in insuring legality in the activity of law
enforcement agencies.
