To that end the analysis of the organization and statistical
implementation of the Higher Educational System Managing in major
countries had been proposed for the comparative analysis running of the
Higher Educational Institutes. The method of the definition of the
internal and external effectiveness of the education.

The analysis of changes in financial structure of the Higher
Educational System in Ukraine had been made. The analysis of changes in
the Higher Educational System in interaction of those changes with
social and economic position of our State and separate regions.
