The study is directed to investigation of issues velatiug to the
increase in effectiveness of shipping company fleet unilisation on the
basis of improvement of operational activity. The methodical grounds of
elaboration and evalutation of operational decisions under the condition
of destabilizing factors effecting transportation processes have been
worked out. The universal model of options for optimal operational
regulating effects has been proposed.
