process of forming and development of the state – Manuscript.

The paper is developed to the actual problem of forming the political
process during the formation and state development, its
mutual-determined links with the political culture as the integral
description of this process. It is settled the political culture defines
the level of the elaboration: the motivation of the state creative aims,
influences on the involving of the citizens into the political process,
ensures the development of the political consiousness and its social
direction, accelerates the process of entry of a certain political
system into the phase of completed system of state government, capable
to provide stability of all spheres of political life. The
investigations of laws of formation of political culture and the
investigations of stabilization of political processes have been
realized through the materials of the Ukrainian people struggle for
foundation of the national state in the XVII th century. In the history
of the Ukrainian state this period is logically completed in the system
of foundation, development, functioning and destruction of state
structure and gives the opportunity to find out traditional features of
political and cultural process: national pride, state creative,
activity, democratic direction of state policy, confession of political
actions, features of political compromise and disposition to
authoritarian methods of government. The specific features of the
development of modern cultural and political process are described in
the paper. These features must be taken into consideration in the
process of working up of modern stragedy of state creation.
