humanitarian sphere of a region through transformation in the new
economic conditions. — The manuscript.

Dissertation for a Candidate’s degree in State Management on speciality
25.00.04 — the Regional Management. — The Ukrainian Academy of State
Management at the cabinet of President of Ukraine, Kyeve, 1998.

In this thesis has been carried out the comprehensive analysis in
mechanism of the regional management of transformation in humanitarian
sphere. A functional-system mechanism of changes has been worked out in
education, health protection, culture and in social security. Some
external and internal factors have been determined providing the balance
of humanitarian systems. A great deal of research work has been done in
examining the association of regional management with “economy —
humanitarian sphere — population” complex. The added figures of the
results in the activities of the humanitarian educational establishments
have been admitted in the new changes of economy. Proposed managing
structures meet transforming period needs. Budget as a performance index
of management quality and its functions have been analysed. One can come
to conclusion that the balanced budget provides its constant level and
carries out the main function — financing the humanitarian sphere. The
grouth of the local taxes and duties is considered in solving problems
concerning the questions of social protection of population.
